How to make sure one program starts before all others?

I'm trying out Startup Organizer on my new ASUS Eee PC. There's a specially designed program to overclock the Eee (called EeeCTL), and I want to make sure it starts before all others, hoping that it'll speed up boot times. Do I have to put every program in the Controlled Startup folder with EeeCTL at the top?

Yes, it should be working this way. Place all programs and set the desired one the top priority (1).
