It looks like the fax program is being started using Windows NT/2000/XP Services. Please look there (using the Control Panel).

Don`t know if you finally found the solution or not, but just in case you didn`t... you were on track in regard to the "services". I found your thread here while looking for a solution to the same problem. Conveniently, at about the same time for some reason WINFAX PRO popped up a warning advising me to disable the item if I was running NT/2000/XP and telling me how to do it. I`m running XP Professional. To disable in XP:
Control Panel
Administrative Tools
Services
Click once on "WinFax Pro"
In upper left corner of window click "stop"
Right click on "WinFax Pro"
Select "Properties"
Set "Start Up Type" to "Manual"
Now, when you open WINFAX Pro from the desktop the wfxmod32.exe file will load. After you are finished and you close the program wfxmod32.exe should close as well. Anyway... works with my system.
