Can you please tell me a URL of some page that contains links to such filenames? I will check it out.

Thank you!

I found out why this happens. Browser doesn`t detect the page encoding correctly. Simply right-click the page and choose Unicode (UTF-8) encoding.

So is there anything we can do to force the encoding to be UTF-8? I have that on a lot of my pages... I also found out that if i open the html in notepad and the save it with no changes it fixes the problem?

You can try to remove the AutoDetect from the Encoding menu there.
