The @ symbol in URLs

Remind me again when the @ symbol is used. I have URL substitution rules which look for the ? but they fail as the @ symbol is replacing it.

|? symbol is always replaced with @. But using ? symbol should work correctly in URL Substitutes because they are applied to original URLs.
Can you please give me the rule and explain what you are trying to change?
