Parse hangs when using File macro in OE 3.2.1734R1

When using the file macro to set a query string, OE generates an Application Error and simply stops at the Parse phase:

http://www.valueline.com/secure/vlispdf/stk5000/current.aspx?issue={:file=d:\nextIssue.txt}

where nextIssue.text contains a single line with the value 4. The log indicates that the file was indeed read, the expansion was performed, and the page was downloaded. But about a minute after the Parse begins, an Application Error occurs and no further processing occurs. I have let the app stand for three days just to be REAL SURE. Any suggestions on how I can get this feature to work?
