Project will not start, immediate complete or stop

I have been using OE with spectacular results for a few months now. It really is a great product, and has been very reliable.

However, I have a strange problem.
After a clean install of OEPro, after some time it gets to the point where a newly created project refuses to start. When any of the Start variations are initiated the project either goes immediately to Stopped (red cross) or occasionally to complete (magnifying glass)
I have experimented to try and identify the cause of this problem as follows:-
Full uninstall/reinstall of OE appeared to solve the problem the first time. however it reappeared after a few weeks, so the follwoing more detailed experiments were performed.

Recreate a new instance of a project previously successful (Known Good Parameters) - same result
Try a new folder in the same subfolder- same
Create new root folder and point to same directory - same
Stop OEPro, rename the OE Data directory, restart, and let it create an entirely new clean environment ( new Webdown, sequence, template files etc) no difference.
At this point I`m thinking it must be the target directory where I save the project data.
Remove the Descr.wd3 file - no change
Try a clean directory on different partition.
Create new root folder, point to new directory on different partition.
Re-Create project using previously successful template & URL
NOW it works!
As far as I can see the only thing OE puts in the target directory is the descr.wd3 file, and whatever is downloaded. Is this correct? (or are there other hidden files somewhere?)

What can be going on here? What is happening to the target directory structure that prevents OE from initiating the project correctly?

A possibly related issue.
I use a laptop and freqently have to change location, which means often stopping and starting projects in mid download.
To prevent re-loading existing files, I normally check the Download New and Modified Files, and Check File Size, to ensure I skip any existing completed files, and complete any partially loaded ones.
It is not quite clear whether OE actually checks each individual file, or gets information from the descr.wd3 file or the map file for the project.
Can you explain how OE checks for existing and/or partially loaded files?

Can you please help me to reproduce the problem? Please backup (Tools menu) such project the next time it will fail and send it to me if the resulting .boe file is less than 2 MBs. I hope this will help me to fix the issue.

Murphy`s Law! Today I amended the project and it ran perfectly! What I did was to move all the downloaded files, except the descr.wd3 from the target directory, so when the project was re-started the target directory was empty except for the .wd3.

This would suggest that the problem is maybe related to something to do with the files. Is it pssible that if a files was corrupted, or incomplete, that this would interfere with the the project.

If it happens again shortly I`ll try and collect the project details and the target directory, as requested.
