Conversion of urls

We are having a problem with query strings that have special characters in them.
The links to these pages break within the tool :

Go to www.fanniemae.com
Click on the left hand navigation on "Tools & Resources"
the url it`s pointing to is:
http://www.fanniemae.com/tools/index.jhtml?p=Tools+%26+Resources

The %26 (ampersand) is being converted within the tool to "p=Tools+2526+Resources" and the link is breaking, This only happens with many of the urls that have this problem.
How can we control so that % is not translated into a 25?

I downloaded several pages like that with Offline Explorer from that site and I have found that the links are properly converted. Yes, the % symbol is being changed to _25, but this is necessary to make filenames to be compatible with the filesystem. In any case, all links in other downloaded Web pages are also changed, so they work well offline.

which version are you using?
When I download, those with the "&" are the only links that break, otherwise its working great.
Is there some special settings that you are using. I`ve downloaded this quite a few times now, and haven`t been successful.

Sorry, I tested it on a previous version at home. I just fixed the problem. If you need the updated version, please let me know.

I am testing using the 5.7, what version do I need? Would it be fixed in 5.8? or do I need a later version?
