It can read a url.txt and create new project and start
to download

The url.txt just like this:

Referer=

This is easy to do this way:

oe.exe "/new=url=http://www.server.com/file.htm,url=POST=param=value&p2=v2,url=Referer=http://www.srv.com/,template=template name,folder=Projects folder name,run=true"

Does it work for you?

Do you mean to be able to add a new Project with URL from a file when another Project completes?

Well, you can use the following approach here - write a simple .bat file, which will contain a command line to add a Project with the parameters you need.

Then you will be able to run it this way:

RunAfter=c:\1.bat

Would that work for you?

Also, can you please tell me, how do you use Offline Explorer Pro and why do you need to add Projects after another Project completion? Maybe I could advise you on how to better use Offline Explorer?

double click 11.bat and run this bat:
"c:\oe pro\OE.exe" "/new=url=http://www.yyy.com/file.htm,url=Referer=http://www.yyy.com/,template=default,folder=Projects folder name,run=true"

can`t import ",url=Referer=...."
