Why don't you do this.

I assume that your url macro is good
http://img.citilink.ru/uploads/{:500000..700000/1}/U:01..09/1}_b.jpg

and in url substitute
URL
http://img.citilink.ru/uploads/*/*.jpg
change
http://img.citilink.ru/uploads/**/*
by
http://img.citilink.ru/uploads/**/**_*

and you will get it working (verify the url macro well using the help in OEE).

As I understand, you don't need URL Substitutes at all. All you have to use is the starting URL:

http://img.citilink.ru/uploads/{:500000..700000#1}/{:#1}_u0{:1..9}_b.jpg
