when page response to download file, file with super length name cant not be downloaded

Please try the 2 url by Offline Explorer Enterprise or IE, you will find IE can download it correctly, but Offline Explorer Enterprise can not.

Program 1: Super Long name
If the page response to a file with long name(>256),the Offline Explorer Enterprise can't download it!
Example URL:
When Offline Explorer Enterprise download it , only download the file "attach.aspx@id=1", but the true file(aaaaaxxxxx.zip) in it does not download!

The content in "attach.aspx@id=1" is :

Program 2:
If the page response to a file name with Chinese characters, the Offline Explorer Enterprise will HttpUtility.UrlDecode the Chinese character, and translate '%' to '_25' ,so one Chinese character will be turned to 15 character. So the name offen exceed 256,and Offline Explorer Enterprise can not download it.
I have choose " use Unicode symbols in filenames ", but it does not work.

The length of the true file name in Chinese is 46, but the length in Offline Explorer Enterprise is 284.

Can Offline Explorer Enterprise fix the 2 program ?
