Connection tab settings are 32 / 120 / 5 / 10 speeds are: Background: 100,000 / 1, low: 500,000 / 2, Medium 750,000 / 3 & High: Unlimited / 4
Regardless of what I set any of the speeds (even Background: 1 / 1) Download Express ALWAYS uses my full 10Mb/s bandwidth regardless of setting.
OS is Win XP sp3.
I have uninstalled\reinstalled the product.
Any suggestions?

I have determined the issue I described only occurs when using https (SSL) downloads. Normal HTTP or FTP downloads function as expected.

Unfortunately HTTPS (SSL) download continue at full speed (1200KBS) if 2 or more threads are used regardless of speed or bandwidth settings. 1 Thread is ~600KBS.
DE reports downloading at the listed speed (such as 100,000KBS) but I am able to verify with my software firewall (Kerio) and Cable Modem router the actual bandwidth in use.
Installed procedure:
Uninstalled current version of DE, removed Firefox XPI Addon. Restarted Firefox, reinstalled DE and Addon, restarted Firefox.
