Please uninstall Download Express using Windows Control Panel | Add/Remove programs dialog -> select "Metaproducts Download Express" item and click Remove button. Then please reboot your Windows for a sure and test your downloads.

Do you have this problem on the second computer after installing Download Express?
Did you reboot Windows after uninstalling Download Express from the first computer? This should remove all parts of Download Express from the system (sometimes the integration DLL is locked by system in the time of uninstallation. The reboot removes it from the system.)
