Could you please check if you have the Background speed selected? You can change it using the Speed slider of the main download window of Download Express.
Also, please check speed settings you have in Options dialog, Connection tab.

This happened to me as well. I had been using download express a long time and then suddenly it only allowed a 1K download. It also only allowed for one thread. I am currently downloading the latest version hoping this will help me. I also tried changing the speed connection settings, but it just reverted back to the original settings when I restarted the application.
